The increase in the public and affordable offer, the rehabilitation of the housing stock and the regulation of the market will focus the debate of the three days
The Housing and Rehabilitation Forum of Barcelona (FHAR) will bring together the main experts in the sector on May 7, 8 and 9 to discuss the future of law and access to housing.
The economist Agustí Jover will kick off the conference, organized by the Municipal Institute of Housing and Rehabilitation (IMHAB) of the Barcelona City Council, making a diagnosis of the state of the protected housing in Catalonia and Barcelona.
During the FHAR, issues of great relevance will be put on the table, such as the increase in public and/or accessible supply, key to improving the current housing situation in the city; and market regulation.
At this point of the day, several institutional representatives, both at the local and regional level, will share their vision on access to housing. Participants will be Lorena Reula, manager of Zaragoza Vivienda S.L.U.; Manuel Morillo, from the City Council of Seville; and Susana Cayuela, general director of the Agency of Housing and Rehabilitation of Andalusia (AVRA), together with managers in other European cities. All of them will examine current developments in regulation and public-private initiatives that aim to respond to the need for accessible housing in cities.
Specifically, policies such as the regularization of rent or the generation of land to promote public housing, among other topics, will be analyzed. In addition, experiences will be known that can serve as inspiration to assume the problem of housing in Barcelona, as is the case of Paris, presented by Beatriz García, or initiatives of the private sector.
Pla Viure, a new strategic line of housing
With the intervention of Joan Ramon Riera, Housing Commissioner, the Pla Viure, the new strategic roadmap promoted by the Barcelona City Council, will be announced. The plan, in response to the current economic and social context in the city, focuses on the universalization of the right to housing, rehabilitation and improvement thereof.
Rehabilitation and new models, key in the future of housing in Barcelona
The debate on the rehabilitation of the public and private housing stock will also have an important weight during the FHAR 2025 conference, not only from the point of view of different strategies that can be implemented, but also on how it can be an effective way to recover public housing stock and offer solutions in vulnerable environments.
On the other hand, the commitment to new construction models such as industrialized systems or those initiatives that promote decarbonization and the improvement of energy efficiency of housing, will also have their space in the FHAR 2025, including the voice of experts (both from the public and private sector).
Likewise, the program will include several technical visits to housing developments in Barcelona. Three different itineraries have been organized that will cover spaces such as Casernes J, Botella, Lola Iturbe, Marroc and Glòries, with specific combinations according to the chosen route.
Travelers’ quarters, the new benchmark publication in the sector
The FHAR is the reference space to discuss the housing sector and, precisely for this reason, it has been the space chosen to present ‘Travelers’ quarters, the new monographic publication of the Municipal Institute of Housing and Rehabilitation of Barcelona. The first issue will be dedicated to the new housing law and can be consulted both on paper and digitally.
This block will be complemented with the participation of experts such as Carles Donat, Co-Director of the Barcelona Metropolitan Housing Observatory; Pablo Feu, Jurist specialized in housing; and Joan Ramon Riera, Housing Commissioner of the Barcelona City Council.
Ordinary General Assembly of the Association of Public Housing and Land Managers (AVS)
In parallel to the FHAR, the Ordinary General Assembly of the Association of Public Housing and Land Managers (AVS) will be held. An annual event of a technical and professional nature that brings together various managers of housing, land, facilities and public services. This assembly includes an annual contest of awards that are awarded at the state level.
