Barcelona City Council will award the 238 public flats located on Illa Acer among the people registered in the Register of Housing Applicants with Official Protection of Barcelona
Nearly 300 people have come this Monday, May 5, to the first informative session on the homes of the Illa Acer, a promotion of 238 public homes promoted by the Barcelona City Council through the Municipal Institute of Housing and Rehabilitation of Barcelona (IMHAB), of which 62 are under surface law and 172 affordable rent and will be awarded in two different calls.
The information session, held in the Pepita Casanellas Hall, was presented by Núria Pey, technical advisor of the Sants-Montjuïc district, and led by Esther Ródenas, technical director of the Register of Applicants and Housing Allocation, who was in charge of explaining the characteristics and process of allocating housing.
Delivery of homes
- As explained in the information session, the homes of Illa Acer would be delivered after following the usual adjudication procedure, which will be common to both purchase and rental and which has been one of the points where the public has shown more interest:
- Publication of the initial resolution, bases and provisional lists of the participants: where the entire procedure and the list of people who, being previously registered, can opt for a home and to whom this possibility will be communicated via sms or mail and who must actively confirm their interest will be explained in detail.
- Publication of accepted and excluded provisional lists. Where those people who have confirmed their interest in these homes will leave. Allegations may be submitted in case of disagreement within 10 days.
- Publication of claims resolution and publication of definitive lists of admitted and excluded. Once the allegations have been resolved, the definitive list of admitted and their participation number in the draw are published.
- Draw. It is held before a notary and marks the order of adjudication of the houses.
- First provisional appointments. The successful bidders must submit all the documentation in accordance with the requirements and financing, in the case of the purchase.
- Delivery of homes.
62 homes for sale with surface right
Illa Acer dwellings located on Motors Street, 97 will be sold under surface law. It is a sales model in which the right to housing is obtained for 75 years (extendable to 90) at an affordable price. Once this time has passed, the house returns to the developer, in this case the IMHAB (which always remains as the owner of the land), so that it can be reassigned.
These are homes aimed at family units of two or more people, with a linked parking space and with a price per square meter of 2,400 euros for the house and 960 euros for the parking, so the total cost per floor ranges between approximately 137,100 and 212,000 euros.
These flats are acquired with a private mortgage that the successful bidders must negotiate with the different banks of their preference, so it is necessary to have savings to cover the part that does not cover the mortgage loan (generally 20%).
It should be remembered that this sales model allows the inheritance of the apartment to the children (until the end of the initial 75 years), as well as, if applicable, the sale or rental. In addition, other measures are contemplated such as the repurchase commitment by IMHAB during the first 15 years (with the possibility of recovering the money invested, except for VAT).
172 flats of 1 to 3 bedrooms for affordable rent
Illa Acer will also have 172 affordable rental flats, located in promotions in Calle Acer, 10; Cal Cisó, 16 and Ascó, 3 and 11, in Illa Acer de la Marina del Prat Vermell.
These are homes between 1 and 3 bedrooms (some reserved for people with reduced mobility), with a price per square meter of 10.01 euros, which implies a fee of between 400 and 790 euros. They are rented with 7-year contracts, extendable if the requirements of the Register of Applicants are maintained, and with an increase in price linked only to the CPI. In this case, at the time of signing, a fee is paid that is deposited as a deposit in the Incasòl.
Both calls share general requirements and contingency criteria
In order to be awarded one of the flats, both in the call for housing for sale with surface rights and those for social rent, the following general criteria must be met:
- Be registered in the Register of Housing Applicants with official protection of the city of Barcelona.
- Be registered in Barcelona.
- Be of legal age (or emancipated minor).
- Not having any home owned (no member of the coexistence unit).
- Demonstrate a minimum income and not exceed the maximum income.
- Affordable rent: between 16,000 (one person) and 29,000 euros (4-6 people) minimum and up to 5 times the IRSC.
- Surface right: between 25,000 euros (minimum) and 6.5 times the IRSC (maximum).
In addition, in both cases, some contingency criteria are shared, that is, the reservation of a percentage of the flats for some profiles:
- 5% of homes are reserved for people with physical disabilities.
- 25% for residents in the neighborhood within a radius of 500 meters from the promotion.
- 10% are dedicated to single-parent families.
- 30% reserved for children under 35 years of age (requirement that must be met by all people in the coexistence unit).
- The rest of the flats can be awarded to anyone who meets the general criteria.
Each unit of co-existence requesting, will be automatically assigned to the contingency group that is most beneficial to it.
At the end of the session the public was very participative, with questions to solve general and particular doubts. Today, Tuesday, May 6 at 6 p.m., a second training session is planned, in this case in the Sala Anselm Cartañà located in the district headquarters (Calle de la Creu Coberta, 104).
