Accrued interest

The interest applied as a penalisation when the debtor does not comply with repayment obligations. The amount must be established in the contract.

Active supermortgage

This allows the client to choose their loan's benchmark index (MIBOR at three months, six months or a year) so that payment can benefit from lower interest rates sooner.

Adaptable instalment

Characteristic of UCI superloans that allow the borrower to not pay one instalment a year for the first three years if there are problems due to holidays, extraordinary expenses, etc.

Advanced cancellation fee

A commission arising from the financial risk involved in the advanced cancellation of an operation. The applied commission compensates the financial institution for its financial losses.

AEDE

Direct state aid for paying the deposit on a property.

Affordable housing

Group of social housing or dwellings from social renovation projects that are sold or rented at below-market prices.

Affordable rent

The cost of renting these dwellings is below market prices after being included in operations concerning the rented flat pool, social renovation or social housing promotions.

Amortisation

Payment made to repay a loan.

Amortisation period

The duration of the loan. The contract establishes the date of the first and last payments. The longer the period, the lower the payments are, but the higher the interest. You therefore pay more in the end. The monthly instalment should not exceed 35% of your net income.

API

Estate agent. A qualified professional who acts as an intermediary between the two interested parties to facilitate the signing of a real estate contract, which can be a rental agreement, a sales agreement or another similar contract. They usually charge a percentage of the sales price as compensation or commission.

Applicant

A citizen who makes a registration application to the Barcelona Social Housing Applicants Registry, and who represents the other members of the dwelling unit included in the application.

APR

Annual Equivalent Rate. Effective annual cost of the mortgage in terms of interest, commissions and the repayment period. To compare loans, it is not enough to just look at the lowest APR, you also have to compare the conditions, the repayment period and the distribution of instalment payments.

Former denomination of the capital gains tax on landed property.

Assessment

The value of a dwelling certified by a specialised assessment company, in accordance with the mortgage market law. This certificate not only indicates the real value of the property, it also serves as a reference for obtaining the necessary financing.

Authorisation

Document in which the owner authorises the tenant to carry out building work in the dwelling's interior.

Everything you need to know to take part in the draw for 64 affordable and social rental homes in Nou Barris

Housing. We answer the main questions about the draw that will take place on October 13 to allocate the 234 subsidized housing units in the new development in the Sants-Montjuïc district.

 

This Monday, October 13, the public draw will be held before a notary to allocate 234 affordable rental and surface rights homes in Illa Acer, in the Sants-Montjuïc district — the second-largest public housing development in the city. The event can be followed live on the Barcelona City Council’s YouTube channel.

Below you can find the most common questions about who can participate in the draw and how it will take place.

Who appears on the final list of admitted applicants?

  • People who appeared on the provisional list of admitted applicants and have not submitted any appeal.

  • People who appeared on the provisional list of excluded applicants, submitted an appeal, and that appeal was accepted.

  • People who did not appear on either the provisional list of admitted or excluded applicants, submitted an appeal, and that appeal was accepted.

Who appears on the final list of excluded applicants?

  • People who appeared on the provisional list of excluded applicants and did not submit any appeal.

  • People who appeared on the provisional list of excluded applicants, submitted an appeal, but that appeal was rejected.

  • People who did not appear on either the provisional list of admitted or excluded applicants, submitted an appeal, and that appeal was rejected.

What happens if I did not appear on either the provisional list of admitted or excluded applicants but submitted an appeal?

  • If the appeal was accepted, you will appear on the final list of admitted applicants.

  • If the appeal was not accepted, you will not appear on the final list of excluded applicants.

  • People who did not appear on either provisional list and did not submit an appeal will not appear on the final lists — neither as admitted nor as excluded.

How can I know if my appeal was accepted?

On the website of the Register of Applicants for Officially Protected Housing of Barcelona (RSHPOB) – Ongoing Allocation Procedures.

For each call, the resolution approving the final lists of admitted and excluded applicants and the report evaluating the appeals submitted are published. This report includes several annexes depending on whether or not each appeal was accepted. Therefore, by consulting this report, you can find out the result of your appeal.

All applicants who submitted an appeal will receive an electronic notification informing them of the publication of the aforementioned lists and report.

What was considered in evaluating the appeals?

For the evaluation of appeals, the requirements set out in the bases of each call have been taken into account. You can also check your participation on the RSHPOB website.

According to the requirements of each call set out in the bases, the criteria for evaluating appeals are as follows:

Regarding income:

  • “Income” of a household unit means the total income received by all members listed in the RSHPOB registration up to June 10, 2025.

  • The income is calculated based on the income tax returns (IRPF) submitted for the most recent completed tax year (2023). The bases also reference how to take into account income for 2024. The amount is the sum of the general taxable base (box 435 on the 2023 or 2024 IRPF form) and the savings base (box 460 on the 2023 or 2024 IRPF form). These valuation criteria are the same as those used by the Catalan Housing Agency when approving contracts.

  • Income from 2025, current income, savings, or any type of guarantee are not considered.

  • Applicants required to file a tax return but who have not done so are not counted toward the household’s income.

Regarding household members:

  • The members considered within an application are those who appeared as part of the household unit in the RSHPOB file up to June 10, 2025. Only legally presumed cohabitation (marriages and minors) prior to that date will be recognized.

  • The composition of the household can be modified by the main applicant at any time, but changes are only considered from the date of the resolution approving the modification. Any change made after June 10, 2025, will not be taken into account, except in the case of legally presumed cohabitation.

  • Each call establishes the required household size according to the characteristics of the dwellings in that promotion. There are no one-bedroom homes in these calls, and therefore no dwellings allocated to one-person households. Future calls may include one-person units depending on availability.

Regarding home ownership:

  • Ownership of a home (full ownership), a surface right, or usufruct — regardless of the percentage owned — disqualifies participation. Ownership of bare title (nuda proprietat) does not disqualify participation.

Regarding registration (empadronament):

  • The territorial neighborhood boundaries for this call and for the rest of the neighborhoods in Barcelona are those established by the Municipal Council plenary agreement of 28/09/2001.

  • Therefore, a neighborhood cannot be considered territorial if it is not included in the list of territorial neighborhoods for the call. Only neighborhoods located within 500 meters of the development are considered.

Regarding registration in the RSHPOB:

  • Only applications effectively registered by June 10, 2025 (inclusive) are considered valid. The administrative submission and the registration resolution are distinct — only the latter confirms registration.

  • Pre-applications that were completed but not formally submitted (i.e., not delivered to Housing Offices or not sent by prepaid envelope with signed form and required documentation) and therefore lack a registration resolution, do not count as valid applications.

  • In other words, a registration resolution dated no later than June 10, 2025, must have been received.

Regarding the submission of participation requests:

  • SMS messages sent on June 12 and 13, 2025, were purely informational about the start of the call and do not confer any right to participate. They were sent to households registered in the RSHPOB that could, in principle, meet the eligibility requirements.

  • On June 11, 2025, the RSHPOB website published the specific terms and conditions for participating in each call’s procedure under “Ongoing allocation processes.” Therefore, applicants cannot claim ignorance of the call’s existence, since all necessary information to apply within the deadline was available both online and at Barcelona Housing Offices.

Regarding changes in groups or calls:

  • Requests to change the group or call will be positively evaluated if they meet the criteria set out in the call’s bases.

Regarding withdrawal requests:

  • All requests to withdraw participation from this call will be accepted.

Regarding applicants who already appeared as definitive beneficiaries of an officially protected home before June 10, 2025:

Appeals have been accepted in the following cases:

  • If they submitted a withdrawal request after June 10, 2025, or had not finalized the definitive allocation at the time the appeal evaluation reports were drafted.

  • If the application did not specify the type of housing for the call, which was not required by the specific bases. However, submitting a participation request implies interest in that type of housing.

When will the draw take place?

The draw will take place on October 13 at 1 p.m. before a notary.

It will be broadcast live via streaming on the Barcelona City Council YouTube channel.

How will the draw work?

The order will be as follows:

  • AFFORDABLE RENTAL: 12 numbers will be drawn

  • SURFACE RIGHTS: 8 numbers will be drawn

The procedure consists of drawing one number, via computer software, for each participant list corresponding to each group in each of the two calls. Starting from the drawn number, the rest of the applicants will be ordered in ascending order within that specific group, thereby obtaining the list of favored participants for each group.

The waiting list will be formed starting from the person immediately following the last winner on each list.

How can I find my participation number?

In the final list of admitted applicants, your participation number appears alongside your personal details.

When will the draw results be published?

Once the draw has been held, the results will be published the same day on the RSHPOB website.

If I am selected in the draw, when will I be called to submit the required supporting documents?

During the second half of October, the households that were selected will receive a notification from the Barcelona Housing Consortium inviting them to submit the documents proving they meet the requirements of the call.
