The Full Council has authorised the Municipal Institute of Housing and Renovation of Barcelona (IMHAB) to formalise a financing contract with the European Investment Bank (EIB) worth 113 million euros. This new credit will allow the construction of nine public housing developments with social rents, with a total of 641 new homes in the city.
The loan, which represents 70% of the total cost of the promotions, will be formalised in the coming weeks and should allow work to start progressively between 2026 and 2028, concluding during the course of 2029 and 2030.

Third loan between IMHAB and EIB
This is the third contract between IMHAB and the EIB for the financing of protected housing in Barcelona. The previous two, signed in 2017 and 2021 for a total value of 120 million euros, have made it possible to build 25 protected housing developments in the city -co-financed by the CEB- with a total of 1,714 homes.
With this new funding, the EIB recognises the key role of cities in addressing the housing crisis and responds to the demands expressed by Barcelona through the Deputy Mayor, Jordi Valls, as a city promoting the Mayors for Housing initiative. The shared objective is to increase the supply of affordable housing, both for people with low and medium incomes, and to do so with sustainable and innovative criteria.
This loan from the EIB comes in addition to the 175 million euros signed last March to fund urban regeneration projects within the Municipal Investment Plan (PIM) 2024-2027, which includes action in green spaces, sustainable mobility and public facilities.
