Accrued interest

The interest applied as a penalisation when the debtor does not comply with repayment obligations. The amount must be established in the contract.

Active supermortgage

This allows the client to choose their loan's benchmark index (MIBOR at three months, six months or a year) so that payment can benefit from lower interest rates sooner.

Adaptable instalment

Characteristic of UCI superloans that allow the borrower to not pay one instalment a year for the first three years if there are problems due to holidays, extraordinary expenses, etc.

Advanced cancellation fee

A commission arising from the financial risk involved in the advanced cancellation of an operation. The applied commission compensates the financial institution for its financial losses.

AEDE

Direct state aid for paying the deposit on a property.

Affordable housing

Group of social housing or dwellings from social renovation projects that are sold or rented at below-market prices.

Affordable rent

The cost of renting these dwellings is below market prices after being included in operations concerning the rented flat pool, social renovation or social housing promotions.

Amortisation

Payment made to repay a loan.

Amortisation period

The duration of the loan. The contract establishes the date of the first and last payments. The longer the period, the lower the payments are, but the higher the interest. You therefore pay more in the end. The monthly instalment should not exceed 35% of your net income.

API

Estate agent. A qualified professional who acts as an intermediary between the two interested parties to facilitate the signing of a real estate contract, which can be a rental agreement, a sales agreement or another similar contract. They usually charge a percentage of the sales price as compensation or commission.

Applicant

A citizen who makes a registration application to the Barcelona Social Housing Applicants Registry, and who represents the other members of the dwelling unit included in the application.

APR

Annual Equivalent Rate. Effective annual cost of the mortgage in terms of interest, commissions and the repayment period. To compare loans, it is not enough to just look at the lowest APR, you also have to compare the conditions, the repayment period and the distribution of instalment payments.

Arbitri municipal de plusvàlua

Former denomination of the capital gains tax on landed property.

Assessment

The value of a dwelling certified by a specialised assessment company, in accordance with the mortgage market law. This certificate not only indicates the real value of the property, it also serves as a reference for obtaining the necessary financing.

Authorisation

Document in which the owner authorises the tenant to carry out building work in the dwelling's interior.

Habitatge. We answer the main doubts regarding the draw to award the flats, which will take place this Thursday, May 15 at 12 noon.

This Thursday, May 15, at 12 noon, the public draw will take place to award 238 homes with official protection of the Illa Glòries, an emblematic project of the public housing park of Barcelona. The event, promoted by the Barcelona City Council, can be followed live in streaming on the Barcelona City Council YouTube channel.

Below, you can consult the most common questions about who can participate in the draw and how it will take place:  

Who appears in the final lists of admitted students?   

  • The people who were listed on the provisional lists of excluded and have not submitted any allegations.  
  •  The people who were on the provisional list of excluded and have submitted an allegation, but this has been dismissed.  
  • People who did not appear on either the provisional list of admitted or the provisional list of excluded and have submitted an allegation and this has been dismissed. 

Who is included in the final exclusion lists?      

  • If the allegation has been estimated, it will be included in the definitive list of admitted candidates  
  • If the allegation has not been estimated, it will not be included in the definitive list of excluded  
  • People who did not appear on either the provisional list of admitted or the provisional list of excluded and have not submitted an allegation, will not appear on the final lists as admitted or as excluded. 

What happens if it was not included in either the provisional list of admitted or the provisional list of excluded and I have submitted an allegation?  

  • If the allegation has been estimated, it will be included in the definitive list of admitted candidates  
  • If the allegation has not been estimated, it will not be included in the definitive list of excluded  

People who did not appear on either the provisional list of admitted or the provisional list of excluded and have not submitted an allegation, will not appear on the final lists as admitted or as excluded. 

How can I know if my allegation has been estimated?  

On the website of the Register of Housing Applicants with official protection of Barcelona (RSHPOB) – Contracting procedures in progress: 

For each of the calls, the resolution of approval of the definitive lists of admitted and excluded and the evaluation report of the allegations made have been published. This report consists of different annexes depending on whether or not the allegation presented has been estimated. Therefore, by consulting this report you will be able to know the result of the assessment of the statement made.  

All applicants who have made an allegation will receive an electronic notification informing them of the publication of the lists and report mentioned.

What has been taken into account for the assessment of the allegations?  

For the evaluation of the allegations, the requirements that appear in the bases of each of the calls have been taken into account. They can be consulted on the website of the Register of Housing Applicants with official protection of Barcelona (RSHPOB) – Contracting procedures in progress

IN ACCORDANCE WITH THE REQUIREMENTS OF EACH OF THE CALLS THAT APPEAR IN THE BASES, THE CRITERIA FOR THE ASSESSMENT OF THE ALLEGATIONS ARE:  

 Regarding income:  

  • The income of a unit of coexistence is understood to be the sum of those received by all the people who make it up and who appear in the RSHPOB registration, until January 7, 2025.  
  • The calculation of income is based on the declaration or declarations presented of the personal income tax corresponding to the last period of presentation of the expired personal income tax (year 2023). And, it is the sum of the general tax base (box 435 for the declaration of personal income tax 2023) and savings (box 460 for the declaration of personal income tax 2023). These evaluation criteria are the same as those applied by the Housing Agency of Catalonia at the time of the visa of the contracts.  
  • The income of the year 2024, nor the current income, nor the savings or any type of guarantee are not valued.  

Respect for the members of the coexistence unit   

  • The members that have been taken into account within an application are those who were listed as a unit of coexistence in the RSHPOB file until January 7, 2025. Only different units of coexistence will be valued if there is a legal presumption of accredited coexistence (marriages and minors) prior to the aforementioned date.  
  • The composition of the unit of coexistence can be modified at any time by the main applicant, but it is only taken into account from the resolution of approval of the change / modification. Any registration and modification regarding the composition of the unit of coexistence of date after January 7, 2025, will no longer be taken into account, except for the legal presumptions of coexistence already mentioned.  
  • Each call establishes the number of members of the assigned coexistence units according to the characteristics of the housing of the promotion. In the calls for affordable and social rental there are no single bedroom homes, therefore, there are no homes for living units of a member. In future calls, the award of rental housing for living units of a member is foreseen, depending on the availability of housing suitable for this type of coexistence.  

Regarding the ownership of the house:  

It is an impediment to participate in the ownership of a property (full domain), with surface right or usufruct, regardless of the percentage of ownership of the property. In this sense, the ownership of a bare property on a home does not imply non-compliance to participate.   

With respect to registration:   

  • The delimitations of the territorial neighborhoods of the call and the rest of the neighborhoods of the municipality of Barcelona are those established in the agreement of 28/09/2001 of the plenary of the Municipal Council of the City of Barcelona. Therefore, a neighborhood cannot be considered territorial if it does not appear within the list of territorial neighborhoods of the call. Only the neighborhoods that are located 500 meters around the promotion are considered.  

Regarding registration:  

  • The RSHPOB applications that have been taken into account to be able to participate are those applications registered effectively until January 7, 2025, included. In this sense, the administrative presentation of the registration resolution must be differentiated, only the latter implies being registered in the Register of Applicants.   
  • Pre-applications from the Register of Applicants completed, but not submitted administratively (that is, that it has not been submitted to the Housing Offices or that the envelope has not been sent with paid franking, with the signed form and the necessary documentation and, therefore, there is no registration resolution), do not have an application entity.   

In other words, the registration decision must have been received in the Register, which is dated until January 7, 2025.   

 Regarding the submission of the participation request:  

  • The SMS sent on 8 and 9 January 2025 is for information only on the start of the call and, therefore, the fact of receiving the SMS does not generate any right of participation. The SMS is sent to those units of coexistence registered in the Register of Housing Applicants with Official Protection of Barcelona that, a priori, could meet the requirements of the call.   
  • On the website of the Register of Applicants, within the section ‘current adjudication processes’, on January 8, 2025, the particular conditions of the bases to participate in the procedure of each call were published. Therefore, it is considered that applicants cannot claim ignorance of existence because they had the necessary information to be able to submit the application for participation in the call/s within the period granted, through the web or by contacting one of the offices of the house of Barcelona.  

Regarding quota or call changes:  

Those requests for a change of quota or call that meet the criteria established in the bases of the call will be subject to a positive assessment.  

With regard to requests for resignation:  

All requests for waiver of participation in this call will be accepted.  

With regard to applicants who had been definitively awarded a housing with official protection prior to 7 January 2025 and who were listed as excluded from the provisional lists of admitted applicants, the allegations have been estimated in the following cases: 

  • In the event of having submitted a waiver after January 7, 2025 or without having formalized the definitive award to the date of preparation of the evaluation reports of the allegations.  
  • Applications that, having not selected the specific type of the call, an option that was not requested as a requirement in the specific bases of the call, did not participate in the award procedure. However, the application for participation in the call submitted presupposes that applicants demand this type.   

Regarding the people who were included in the provisional list of excluded due to incidents with the link of the applications of the call: 

  • In these cases the allegations have been estimated.  

When will the draw be?  

The draw will be on May 15, at 12 noon in front of a notary.   

It will not be possible to attend in person, but it will be transmitted by streaming.   

The draw can be followed live in streaming on the Barcelona City Council YouTube channel.

How will the draw be?  

The command will be:  

  1. AFFORDABLE RENTAL: 9 numbers will be extracted, one for each contingent  
  2. SOCIAL RENT: 6 numbers will be extracted, one for each contingent  
  3. SURFACE RIGHT: 9 numbers will be extracted, one for each contingent  

The procedure consists of the extraction of a number, by computer program, for each of the lists of participants of each contingent of each of the 3 calls. From the number extracted for each of the lists, the rest of the applicants will be ordered in ascending order of that specific contingent, thus obtaining the list of favored participants of each of the contingents.   

From the last person on the list who is awarded the draw, the waiting list will be configured. 

How can I know my participation number?  

  • The final list of admitted participants includes the participation number, together with the data of each participant.

When will the result of the draw be published?    

If I am a favored person in the draw, when will I be summoned to provide the necessary documentation accrediting compliance with the requirements of the call?   

During this second half of May, the coexistence units or people who have been favored will receive a notification from the Barcelona Housing Consortium so that they can present the documentation accrediting compliance with the requirements of the call.
